Circulation Audit Manager - (ABC & BPA Rules & Regulations)

Essential Functions: Primary liaison between audit bureau services and PCD. Provides coordination between clients and auditing Bureau manages and oversees all functions of the auditing Department and personnel.

• Prepares all documentation for Audit Bureau of Circulation, BPA Worldwide, and U.S.P.S. audits
• Oversees staff that prepares Audit Bureau of Circulation and BPA Worldwide Statements for clients
• Researches issues for audits, clients, management staff and other PCD departments
• Tracks and schedules multiple projects with future due dates and handles all new reports requests
• Manages and organizes information for audited titles by identifying the needs; gathering, organizing and maintaining information; determining its importance and accuracy and communicating it by a variety of methods
• Works with ABC Task Force and on BPAW Committee attends all ABC/BPA training sessions
• Retains Agency data for external Auditors for all audit publications
• Retains all disks for all audit publications for audit issues, file fixes, frequency changes and misc. files
• Interacts with on-site auditors, internal systems, account management staff, department staff, and PCD clients
• Oversees the training of new personnel on ABC & PBA Statement data

Other duties/Responsibilities: Assists with projects as assigned by management, auditors and/or client needs. Manages and oversees staff of approximately 9 or more incumbents, manages and resolves conflicts, plans, distributes and monitors workflow; evaluates work performance and provides feedback on staffs’ performance; conducts daily staff meetings. Oversees the training of new personnel on ABC & BPA statement data.

Skills-Knowledge-Abilities:

• Excellent communication skills verbal and written, able to effectively communicate with clients, in-house staff, managers and auditing service bureaus.
• Must have strong mathematical skills/numbers aptitude, ability to work with simple to complex formulas and Excel workbooks with multiple worksheets, analytical/statistical minded. Analytical/statistical minded with particular emphasis on management of details.
• Must be meticulous and have strong organizational skills and be a very detail minded individual.
• Discovers or selects rules, principles, or relationships between facts and other information. Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgments.
• Must possess the ability to learn and work with various in-house computer systems.

Education/Experience: Requires 2 years college or equivalent business experience plus auditing experience to include complete knowledge of ABC and BPA audit rules and reporting requirements. Intermediate to advanced knowledge of MS Office including Excel, Access, Outlook, and Word. Three (3) years of supervisory experience in production environment required.
